St. Charles Parish
Luling, Louisiana
St. Charles Parish School System, a rural community about 20 miles
from New Orleans, began investigating Reading Recovery as an early
intervention during the 1990–1991 school term. The investigation
included attendance at the national Reading Recovery Conference in
Ohio and a fact-finding visit by 10 administrators and teachers to
Texas Woman’s University (TWU) and Carrollton-Farmers Branch Reading
Recovery site. Impressed with the theoretical base underlying
Reading Recovery, the staff development potential, and expected
student benefits, the administrators sent two teacher leaders for
training at TWU during the next year.
Presently, all district elementary schools with first grade offer
Reading Recovery. Twenty-nine Reading Recovery and two teacher
leaders serve over 200 first graders each year. Approximately 80% of
these students reach grade-level standard after a full series of
lessons.
Reading Recovery is an important part of the district’s
Comprehensive Literacy Plan. All classroom teachers in Grades K–3
have attended professional development covering Dr. Marie Clay’s
literacy processing theory, and they understand best practices for
helping all students to become literate. In the 2009–2010 school
year, upper elementary and selected special education teachers are
attending professional development sessions based on Dr. Clay’s
book, Literacy Lessons Designed for Individuals.
For the past 17 years, Reading Recovery has made a significant
impact on literacy in the district. Even the worst of hurricanes
couldn’t change that.
