Dumas Independent School District
Dumas, Texas
The Dumas ISD Reading Recovery site reflects the work, cooperation,
and dedication of districts, schools, teachers, and students for the
past 16 years. Located in the northern Texas Panhandle, the site
serves eight rural districts with 27 Reading Recovery teachers. The
districts include Dumas, Borger, Pampa, Spearman, Friona, Stratford,
Panhandle, and Gruver ISDs. Most districts have 75–100%
implementation coverage.
The site began in 1992 when new Dumas ISD administrators
recognized the steadily rising enrollment of percent of children
qualifying for free and reduced-price lunches, and a declining
achievement in reading scores. After investigation of reading
initiatives, Dumas Superintendent Larry Appel and then Assistant
Superintendent Lawrence Bussard decided to implement Reading
Recovery. Frances Whitson was sent to teacher leader training at
Texas Woman’s University for the 1992-93 school year. The first
teacher training class began in fall 1993 with nine teachers. More
schools joined the site in the coming years.
Through the years, the Dumas Site trained more than 80 teachers
and has served more than 4,400 Reading Recovery students. Of
children with a full series of lessons, 83% have successfully
